On November 3, 2017, General Secretary of the Central Committee of the Communist Party of Vietnam (CPV) Nguyen Phu Trong met in Hanoi with Foreign Minister Wang Yi.

Nguyen Phu Trong warmly congratulated on the complete success of the 19th National Congress of the Communist Party of China (CPC), Comrade Xi Jinping's re-election as General Secretary of the CPC Central Committee and being embraced by the whole party as the core of leadership, and the establishment of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guiding ideology for the CPC. Nguyen Phu Trong expressed that the CPV will learn about the spirit of the 19th CPC National Congress, obtain and learn from the beneficial and successful experience to promote the development of its own socialist cause. Both Vietnam and China are socialist countries led by the Communist Party, and enjoy a comradely and brotherly friendship. The first destination of General Secretary and President Xi Jinping's visit is Vietnam after the 19th CPC National Congress, which fully reflects that China attaches importance to bilateral comprehensive strategic cooperative partnership. Vietnam will prepare in all aspects to ensure the visit a complete success, and further elevate relations between the two parties and both countries. Vietnam is willing to work with China to take the visit as an opportunity to continuously deepen cooperation in various fields, in a bid to benefit the two peoples.

Wang Yi thanked Vietnam for its sincere congratulation to the 19th CPC National Congress, and expressed that the CPV extended congratulation at the first time on the convening of the 19th CPC National Congress, and General Secretary Nguyen Phu Trong was the first foreign leader to send a congratulatory message in the world after the re-election of General Secretary Xi Jinping, fully showing the special relations between the two parties and the two countries as well as special friendship between leaders of both countries. Wang Yi said that General Secretary Xi Jinping stressed to Special Envoy of Vietnam not long ago that developing China-Vietnam relations should also remain true to original aspiration, and keep mission firmly in mind. Both sides need to inspect bilateral relations from a higher angle and deeper level, and unswervingly promote the building of a community of common destiny with strategic significance. This statement reflected General Secretary Xi Jinping's profound thought on bilateral relations, incisively expounded on the essence of "four-good" relations and explicated the common goal that the two parties and the two countries should develop and strive for. China and Vietnam have the same social system, and share similar ideal and faith, enjoying common destiny and becoming increasingly interdependent. The two countries should elevate "four-good" relations to a new level through the building of a community of common destiny, in a bid to open new prospects for bilateral comprehensive strategic cooperative partnership.

It is hoped that both sides to further enhance political mutual trust and mutual support through deep strategic communication and experience communication on state governance and administration, and to make an overall design and a general plan for the development of relations between the two parties and the two countries in the next stage. It is believed that under joint efforts made by both sides, General Secretary Xi Jinping's visit will surely achieve a complete success, and elevate relations between both parties and both countries to new stages.
