Ambassador Xiao Qian Addresses Seminar on

On 27 November 2018, Ambassador Xiao Qian attended the Seminar Five Years of China-Indonesia Comprehensice Strategic Partnership and delivered opening remarks.

As remarked by Ambassador Xiao Qian, thanks to the concerted efforts of both sides, especially the strong leadership of President Xi Jinping and President Joko Widodo, the comprehensive strategic partnership has enjoyed solid and steady development during the past 5 years and is stepping onto a new stage of fast growth.

Ambassador Xiao said, in the past 5 year, the bilateral high-level exchanges has reached new height. It witnessed the most frequent high-level engagement since the establishment of bilateral ties. In that period, President Xi Jinping visited Indonesia twice and President Joko Widodo visited China 5 times. Their strong leadership has been fundamental to the continuing growth of our bilateral ties. Not long ago, President Xi and President Jokowi held their 7th bilateral meeting on the sidelines of the 26th APEC Economic Leaders’ Meeting and reached new important consensus on further deepening bilateral ties and cooperation.

Ambassador Xiao said, in the past 5 years, the aligning of development strategies has entered a new phase. Leaders of both countries have consolidated the political consensus on aligning the Belt and Road Initiative with Global Maritime Fulcrum and kick-started relevant cooperation. The Jakarta-Bandung High Speed Rail has made significant and continuous progress, and already entered the stage of full implementation. Our two governments officially began cooperation on jointly building the Regional Comprehensive Economic Corridors, expand the aligning of development strategies. Just this past October, our two governments officially signed the MoU on jointly promoting cooperation under the framework of Belt and Road Initiative and Global Maritime Fulcrum, which marks a new milestone of our aligning of development strategies.

Ambassador Xiao said, in the past 5 years, the bilateral practical cooperation has achieved new results. The rank of Chinese FDI in Indonesia elevated from the 12th to the 3rd place. China remains as Indonesia’s largest trading partner. Our bilateral cooperation in the infrastructure sector continues to deepen. Now, our cooperation is expanding from traditional sectors including infrastructure, resources and communications to such emerging sectors as industrial manufacturing, finance, e-commerce and artificial intelligence. New drivers of cooperation keep emerging with each passing day.

Ambassador Xiao said, in the past 5 years, our people-to-people exchanges has opened a new chapter. We have harvested a lot through exchanges in tourism, education, media, think tank, youth, religion, technology, sport, and many other areas. China has become the biggest source of overseas tourists to Indonesia and one of the favorite education destinations for Indonesian students. China’s giant pandas Caitao and Huchun came to Indonesia, serving as a bridge of friendship between our two peoples. In past August, Chinese President Xi Jinping sent Vice Premier Madame Sun Chunlan as his special envoy, to celebrate the opening ceremony of the Jakarta-Palembang Asian Games.

Ambassador Xiao said, in the past 5 years, bilateral cooperation on international and regional issues has reached new heights. China and Indonesia have strengthened cooperation and coordination on major international and regional affairs, and maintained close cooperation and mutual support on major issues regarding our respective concerns and common interests of developing countries. We maintained close coordination and communication under such multilateral frameworks as UN, APEC, G20 and WTO on major issues including UN Security Council reform, human rights, sustainable development, free trade, and global governance.

Ambassador Xiao said, based on strategic and long-term thinking, the leaders of both countries made the political decision to establish the China-Indonesia Comprehensive Strategic Partnership. This comprehensive strategic partnership demonstrates not only the current status, but also the future direction of the China-Indonesia relationship.

The Indonesian Government’s Coordinator for Cooperation with China, Coordinating Minister for Maritime Affairs, H.E. Mr. Luhut Binsar Pandjaitan attended the opening session of the seminar and delivered a keynote speech. In his speech, Mr. Luhut said China has outstanding development achievements, and fostered advanced research capacity in terms of science and technology. Indonesia should learn from China’s development experience and spirit. China and Indonesia are comprehensive strategic partners, the government of Indonesia is committed to forging closer cooperation with China. Over the past several years, the two governments have actively aligned the Global Maritime Fulcrum strategy with the Belt and Road Initiative. The Morowali (Qingshan) Industrial Park invested by Chinese enterprises has become an important comprehensive industrial park in Indonesia. Cooperation on jointly building the Regional Comprehensive Economic Corridors has been making steady progress. Over 2 million Chinese tourists visited Indonesia. Lately, President Joko Widodo had a very successful meeting with President Xi Jingping on the sidelines of the 26th APEC Economic Leaders’ Meeting. Indonesia looks forward to deepening cooperation with China, welcomes more Chinese enterprises to invest in Indonesia and more Chinese tourists to visit Indonesia. We are confident that Indonesia-China relations will be even better in the future.

The Seminar Five Years of China-Indonesia Comprehensice Strategic Partnership is held by Indonesia Center for Strategic and International Studies (CSIS), Tenggara Strategis and Prasetiya Mulya University, with 3 sessions focusing on partnership in trade, investment and economic development, cooperation in politics, defense and security, and collaboration on cultural and social affairs. The Indonesian Government’s Coordinator for Cooperation with China, Coordinating Minister for Maritime Affairs, Mr. Luhut Binsar Pandjaitan attended the opening ceremony and delivered a keynote speech. 21 speakers from China and Indonesia attended the event, including H.E. Mr. Djauhari Oratmangun, Indonesian Ambassador to China, Mr. Lutfi Rauf, Deputy Minister of Coordinating Ministry for Political, Legal and Security of Indonesia, H.E. Mr. Hassan Wirajuda, former Indonesian Foreign Minister, Mr. Sjfrie Sjamsuddin, former Indonesian Deputy Minister of Defence, Mr. Jusuf Wanandi, Excutive Director of CSIS, H.E. Mr. Lan Lijun, former Chinese Ambassador to Indonesia, Mr. Yang Xiaochun, Deputy Director General of China Center for International People-to-People Exchanges of Ministry of Education, Prof. Zhao Yi, Senior Colonel of Chinese National Defence University of People’s Liberation Army and Prof. Wang Wen, Excutive Dean of Chongyang Institute for Financial Studies of Renmin University of China. They had in-depth discussions on the above-mentioned topics. More than 300 guests from Indonesian government, think-tank, media, business and diplomatic corp in Indonesia attended the seminar.
